Review Land Appraisal - Thurston County

The Washington State Department of Natural Resources is soliciting proposals for an appraisal field review of approximately 9.18 acres of undeveloped forested land in Thurston County, intended for the Woodard Bay Natural Resources Conservation Area. The primary objective is to analyze and determine the reliability of an existing appraisal report conducted by Integra Realty Resources - Seattle. Eligible bidders must be on the DNR approved appraiser list from RFQ 24-51. The selected contractor will provide one electronic report that conforms to USPAP, UASFLA, and RCO standards, and must provide a new estimate of value if the reviewer and original appraiser cannot agree on amendments. The contract will be awarded to the lowest responsive and responsible bidder, with an emphasis on best value and the promotion of diverse contractor participation. Key administrative requirements include registration with the Washington Office of Financial Management and the use of the Access Equity system for reporting subcontractor payments. Any subcontracting requires prior written approval from the DNR and the submission of a Subcontractor Inclusion Plan. Proposals are due by October 30, 2026, and must include a cost proposal based on the hourly rates identified in RFQ 24-51. Performance begins upon the signature of the work order and concludes on the date specified by the vendor in their cost proposal.
