The Department of the Interior, through the Interior Business Center’s Acquisition Services Directorate, has issued a special notice seeking expressions of interest for appraisal and valuation services under NAICS code 531320, with solicitation number 140D0426R0087 and a response deadline of June 23, 2026, at 2:00 PM Eastern Daylight Time. The government intends to award multiple purchase orders to qualified contractors capable of providing appraisal services for various real property transactions on tribal lands across multiple locations including Alaska, Montana, North Dakota, and South Dakota. These tasks involve determining market value for advertised or negotiated sales, supporting land exchanges, facilitating conveyances via gift deed, and conducting market studies aligned with 25 CFR Part 152. Contractors must hold active SAM.gov registration, possess state-specific professional licensing appropriate to each appraisal project, and clearly indicate their business size and the specific appraisal assignments they intend to pursue. The government prioritizes Indian-owned Small Business Economic Enterprises and Indian-owned Economic Enterprises and reserves the right to expand the solicitation to the broader small business community if fewer than two such entities respond; should fewer than two small businesses under NAICS 531320 respond to any requirement, the government may issue solicitations on an unrestricted basis. Award will be made on a lowest price technically acceptable basis, where technical acceptability serves as a mandatory pass/fail gate, with price as the primary selection factor, though past performance or experience may be considered to justify award to a non-lowest priced quote.
