US PROPERTY & FISCAL OFFICE ARIZONA NATIONAL GUARD 5645 E. McDowell Road Phoenix, AZ 85008-3442 The US Property & Fiscal Office, for Arizona (USPFO), is hereby providing notice of intent to award a sole source requirement under FAR 6.302-1. It is believed that the following equipment is proprietary, and thus the necessary repairs can only be performed by a single entity. * Three (3) unmanned ground vehicles, off-road capability * Two (2) towed tank targets, mounted on a trailer system These items were purchased from Coastal Defense, Inc., Mill Hall, PA, by the US Army Flight Training Detachment (Peace Vanguard) in support of a foreign military sales training association. The ultimate end user of these targets and associated equipment is the Republic of Singapore Air Force. The items are currently located at the Gila Bend Air Force Auxiliary Field, Gila Bend, AZ. The target vehicles, both remote and towed, are in need of repairs to be fully operational for a training exercise in late June 2013. The remote controlled vehicles are operated by an on-site ground control station with a camera system for steering, with operational capability at up to 10 miles from the ground station. Vehicles are maneuverable at speeds of 0-60 MPH, with remote controlled breaking and starting systems. Repairs of the on-board electrical systems will be extensive, along with the need for additional mechanical parts to bring all the vehicles up to full operational capability. In addition to necessary repairs, the contractor will need to provide operational support with sufficient staffing to repair and then operate the unmanned ground vehicles for a minimum of two (2) operational elements. The anticipated length of time necessary for repairs and exercise assistance is one (1) week. At the conclusion of the exercise, the contractor will be required to assist with disposal of the targets or vehicles as necessary, with appropriate unexploded ordnance (UXO) clearance processing.
