This framework will provide intellectual capital lifecycle support for over 370 simulation, training, testing, and threat products across more than 400 global locations. The scope of work encompasses a wide range of technical and professional services, including engineering, acquisition, cloud computing, artificial intelligence, cybersecurity, and Foreign Military Sales support. The contract is structured as a Labor Hours/Time and Materials vehicle with a total estimated value of 16.5 million dollars. Award will be made to the responsible offeror who is rated acceptable across all non-price factors and represents the best value, specifically the lowest total evaluated price. The evaluation is a three-phased process: Phase I focuses on written submissions including an Agile Implementation Plan and a mandatory cybersecurity compliance gate requiring a NIST SP 800-171 Rev 2 score of 110 in SPRS; Phase II involves live technical demonstrations and agile scenarios; and Phase III evaluates the proposed PWS, CDRLs, QASP, and final pricing. Managed by the Air Force Research Laboratory (AFRL), the contract has an estimated maximum dollar value of 505 million dollars over a five-year ordering period with a six-year period of performance.
