This Notice of Intent outlines a proposed modification to Contract No. 263-C-00-01-00007-00 to extend the Construction Management Consultant services provided by Montgomery Watson Harza Americas, Inc. for the USAID Middle Egypt Utilities Project. The modification seeks to extend the contract period from September 29, 2005, to September 29, 2006, adding 250,000 dollars to the existing contract value of 16,832,528 dollars. This extension ensures continued oversight through the commissioning and advise and assist phases of a larger design and build contract involving nine sub-projects for water and wastewater infrastructure in Egypt. The procurement is being conducted through other than full and open competition, as the government determined that awarding to another resource would cause unacceptable delays or substantial additional costs. While no solicitation documents will be issued, the government will consider expressions of interest from other capable parties within forty-five days of publication to determine if the procurement should be competed. If the modification proceeds as planned, MWH will provide a reduced staff to supervise the final project phases and the completion of punch list items before the final closeout of both the design and build and consultant contracts.
