AI Contract Overview

This contract provides non-recurring engineering services for AN/APY-1/2 Radar Systems to support E-3 Airborne Warning and Control Systems aircraft. The scope of work extends to multiple international fleets, including those of the USAF, NATO, RSAF, UK, France, and JASDF, with performance guidelines established in the Performance Work Statement dated February 24, 2011. The agreement is structured as a requirements contract utilizing a combination of Time and Material, Firm Fixed Price, and Cost Plus Fixed Fee pricing models over a twelve-month duration. The government intends to award this as a sole source contract to Northrop Grumman in Linthicum Heights, Maryland, citing that only one responsible source can satisfy the agency requirements. This determination is based on the unavailability of complete specifications or drawings that would allow for competitive bidding. While the solicitation was handled electronically, the government maintained full discretion over the decision not to compete the procurement.
