This contract is an Indefinite Delivery Indefinite Quantity (IDIQ) agreement for Engineering Support and Services related to the USAF E-3 AWACS APY 1/2 Radar System. The contractor is tasked with providing engineering expertise to diagnose equipment failures and recommend corrective actions when issues exceed the government’s technical capacity. Support includes resolving complex hardware and software problems within the radar system, addressing a range of technical inquiries from basic design details to operational and maintenance procedures, reliability data, and logistics support. Tasks are assigned on a non-recurring basis with prioritized response times depending on urgency: 48 hours for emergencies, five days for urgent requests, and 20 days for routine tasks. The contract features a 12-month basic period with three possible one-year extensions, and each specific task will have its own duration. The solicitation was anticipated for release in June 2003, with responses due by mid-July 2003, and is expected to be awarded to Northrop Grumman in Linthicum Heights, MD. This sole-source award is justified due to limited availability of qualified providers meeting the government’s requirements. Interested parties are advised to contact the designated Contract Specialist, Gail West, for further information or to address concerns. The effort is aligned with legal authority permitting limited competition based on unique sourcing needs.
