The NAICS code remains 541720 NOTE: This requirement is unrestricted The U.S. Department of Housing and Urban Development (HUD) intends to issue an Indefinite Quantities Contract (IQC) to conduct a multi-year evaluation of HUD's Housing Counseling Program in support of the Office of Policy Development and Research (PD&R), Program Evaluation Division. The Department anticipates awarding one contract as a result of this solicitation. Included in the solicitation is the first task order to conduct a process evaluation of HUD's Housing Counseling Program for a duration of 88 weeks. Other activities that may be included in future task orders include: tracking the location, surveying, and reporting the outcomes of a panel of counselees; designing and implementing a controlled experiment to measure the impact of pre-purchase homeownership counseling; tracking the location of experimental and control group members; and conducting administrative data matching, conducting surveys, analyzing data, and writing reports to show the outcome of the pre-purchase homeownership counseling experiment.
