The Social Security Administration (SSA) plans to negotiate a sole source contract with Virginia Commonwealth University (VCU) to extend technical assistance and data collection support for the State Partnership Initiative (SPI) projects in Iowa and New York, as well as to add a new SPI project in Mississippi focused on providing transition services to youth aged 11 to 21. VCU currently holds a contract with SSA to support SPI and Rehabilitation Services Administration (RSA) projects nationwide, including creating a standardized database for data collection and conducting process evaluations. The expansion will involve adding youth as a new target group and introducing an additional state project specifically addressing their transition and employment needs, building upon VCU’s existing expertise and familiarity with the initiative’s requirements. The contract extension will last until September 28, 2003, and SSA considers VCU uniquely qualified to perform these services due to their established role and technical capabilities. Potential competitors with the capability to perform these services are invited to submit capability statements by August 6, 2002; SSA will review these responses to determine whether to proceed with competitive procurement. However, if no suitable responses are received by the deadline, SSA will proceed with sole source negotiations with VCU. All inquiries and submissions must be made in writing to designated SSA contacts, with telephone communications explicitly not accepted.

Full Description

The Social Security Administration (SSA) intends to negotiate on a sole source basis with Virginia Commonwealth University (VCU) to provide services to expand technical assistance and data collection support to the State Partnership Initiative (SPI) projects in Iowa and New York and add an additional SPI project in Mississippi that will be providing transition services to youth. VCU has a contract with SSA to provide technical assistance and data collection support to SPI and Rehabilitation Services Administration (RSA) projects throughout the country. SSA will be expanding two of the projects to add one additional group of target participants, youth ages 11 to 21, the transition/employment interventions needed for that group, and one more state dealing solely with the youth population. These services for a new target population and State are an extension of the services currently being provided. VCU is the only known organization with the subject expertise and familiarity with the issues to provide the required technical assistance and data collection support. VCU is providing data collection support and conducting process evaluations for the SPI project. They have created a database for the data collection. All projects are reporting with the same format and database. VCU is fully versed in all the tasks required by this request as they are currently providing technical assistance to the SPI/RSA projects throughout the country. The period of performance will be through the expiration of the contract which is September 28, 2003. SSA knows of no other source that has the capability to satisfy all of the requirements for this modification. Interested parties that believe they have the capability to perform the services required should submit a capability statement to Barbara F. Hands or Loretta Hawley by mail to: SOCIAL SECURITY ADMINISTRATION, 1710 GWYNN OAK AVENUE, BALTIMORE, MARYLAND 21207; by email to contact@example.gov or contact@example.gov; or by fax to +1 (555) 000-0000. All responses shall be marked CAPABILITY STATEMENT - TECHNICAL ASSISTANCE AND DATA COLLECTION FOR SPI PROJECTS, and shall be received no later than 3:00 p.m. (EST) AUGUST 6, 2002. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. If no responses are received by the cutoff date above, the SSA will proceed with sole source negotiations with VCU. All questions must be submitted in writing to the mailing address or email address listed above and marked to the attention of Barbara F. Hands or Loretta Hawley. Telephone calls will not be accepted.

Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.
