The Office of Thrift Supervision (OTS), a division of the Department of Treasury responsible for regulating the Thrift Industry, intends to negotiate a sole source, multi-year firm fixed price contract with Thomas Ho Company (THC) based in New York. This contract will support a follow-on initiative to update the OTS Net Portfolio Valuation (NPV) Model using THC's proprietary DecisionsTM financial analytical software. This effort continues the prior work THC performed under a previous purchase order involving the same software. The procurement is a 100% small business set-aside, and OTS plans to engage only one vendor under the authority of FAR 6.302. While this notice is not a solicitation for competitive proposals, interested parties may submit information demonstrating their capability and relevant commercially available NPV software, provided it requires minimal modification or testing before implementation. Responses must be received by June 12, 2006, and include pricing and technical documentation to be considered. However, any decision to open the procurement to competition will be at the discretion of the government. Questions and submissions must be emailed to the designated contracting officer, Sharon G. Doerk, and no telephonic inquiries will be accepted. If the contract is competed, only those firms responding to this notice and the selected vendor will be invited to submit proposals.
