The Centers for Disease Control and Prevention (CDC) plans to issue a sole source purchase order valued at $150,000 to the Public Health Agency of Canada for access to their Global Public Health Intelligence Network (GPHIN). GPHIN is a multilingual early-warning system that monitors global public health threats by gathering, translating, and disseminating information in eight languages, including the six languages monitored by the CDC and the official World Health Organization languages. This near real-time, 24/7 service is critical for CDC's ability to detect and respond to emerging health issues worldwide. The agency considers the Public Health Agency of Canada uniquely qualified to provide this service. The anticipated award date for the contract is July 17, 2007. While the CDC intends this to be a sole source procurement under FAR subpart 13.106(b), other capable parties are invited to submit a capabilities statement within fifteen days of the notice posting to demonstrate their ability to provide a similar service. Responses will be reviewed solely to determine if a competitive procurement is warranted, but the CDC retains sole discretion in making this decision. Interested respondents should direct their documentation to Ronnie E. Francis by fax or email as specified in the notice. The contract falls under NAICS code 541990, relating to specialized services.

Full Description

In accordance with FAR subpart 13.106(b) the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to Public Health Agency of Canada, in the amount of $150,000.00 to access their Global Public Health Intelligence Network (GPHIN). CDC believes that Public Health Agency of Canada is the only organization that can meet the requirements of the order because GPHIN is the multilingual early-warning global public health surveillance system that is able to gather, translate, and disseminate public health information in eight languages including the World Heath Organization (WHO) official languages Arabic, Chinese (Simplified and Traditional), English, Farsi, French, Spanish, and Russian on a near real-time 24/7 basis. Without this service CDC would not be able to monitor in six different languages in the media and prevent threatening health issues worldwide. The anticipated award date is July 17, 2007. Interested parties who feel that they possess the capabilities to provide this service described above should submit a capabilities statement demonstrating their abilities to provide the service. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Please send your documentation to Ronnie Francis at the office identified above, by fax (770) 488-2688 or by e-mail to efi8@cdc.gov. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion of the government.
