The Research, Development and Engineering Command (RDECOM)/Army Research Laboratory (ARL) is seeking proposals to support the collection, processing, dissemination, storage, and maintenance of high-resolution three-dimensional geospatial information (HR3DGI). This data is critical for enhanced warfare planning, improving the detection, identification, tracking of high-value targets, and enabling rapid strike capabilities. The effort addresses an increasing demand for accurate and timely high-resolution 3D elevation and imagery data to support both current and future military operations. The goal is to acquire HR3DGI and produce processed geospatial data products that provide a crucial foundation for successful battlefield operations. Participation in this acquisition process requires verification of security clearances, including a valid U.S. facility Top Secret clearance with Secret storage capability and technical personnel cleared at the Top Secret/Special Compartmented Information (SCI) level. Interested offerors must submit detailed clearance information by May 13, 2013, to the designated Contracting Officer, Anne Turro. Upon verification, draft solicitation materials will be released starting May 15, 2013, enabling offerors to review and provide feedback before the formal solicitation's anticipated release on June 3, 2013. RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
