The Fleet Logistics Center in Norfolk, VA, is planning to negotiate a regional contract to provide non-personal Husbanding Services in Panama. The procurement will be conducted under full and open competition, following the Federal Acquisition Regulation (FAR) Parts 12 and 15, through a Request for Proposal (RFP). The contract falls under the NAICS code 488310, with a size standard of $25.5 million, and is identified by the Federal Supply Code R706. All solicitation documents and amendments will be accessible exclusively online, with no hardcopy versions provided, and proposals must be submitted electronically. Offerors must self-certify that neither they nor their principal officials are suspended or debarred from receiving federal contracts, and failure to do so could lead to proposal rejection. Additionally, offerors must be registered in the Central Contractor Registration (CCR) database before award consideration, especially for foreign vendors performing work outside the United States, as lack of registration will render proposals ineligible. Guidance on registration is available via phone or online resources. The solicitation was posted on February 8, 2012, by the Naval Supply Fleet Logistics Center Norfolk, with no set-aside restrictions indicated. This contract aims to secure reliable husbanding services, which generally include a range of port and maritime support activities essential for military and government vessels operating in the Panama region.
