Full Description

The government intends to negotiate a Time and Materials Contract for Husbanding Services for six port visits in the Contingent United States (CONUS) and three port visits in Canada (OCONUS) as required by Commander Fleet Forces Command (CFFC). Husbanding service providers provide locally available support to ships for the procurement and management of services required during the vessels stay. These services may include tugs, line handlers, fresh fruits and vegetables, removal of dirty industrial water, sewage and various other services. These services are commercial in nature and closely resemble those services provided to oil tankers, cargo ships, cruise ships, and container ships in all of the worlds maritime ports. This requirement will be procured in accordance with FAR Subpart 13.5 Test Program for Certain Commercial Items. The Request for Quote (RFQ) will be issued unrestricted and utilize full and open competition for the award. The Government intends to use FAR Part 12 for this requirement. The period of performance for the resulting contract will be from October 2008 through November 2008. The applicable North American Industry Classification System Code (NAICS) is 488310 and the corresponding Federal Supply Code (FSC) is R706. The contractor shall provide all Husbanding Services as directed and funded on individual delivery orders. A complete RFQ package will be available on or around 09 JUNE 2008 by downloading the documents at the NECO https://www.neco.navy.mil/ and FedBizOps website as follows: http: //www.fbo.com. By submitting a quote, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, or debarred, or otherwise ineligible to receive contracts from any Federal Agency.
