R--Intent to Sole Source, Radio Communications Svcs

THIS IS NOT A SOLICITATION. THIS NOTICE IS FOR INFORMATION PURPOSES ONLY. The U.S. Department of the Interior, U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisition Goods and Services Operations intends to award a sole source contract under the authority of FAR Part 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirement), 41 U.S.C. 253(c) (1), to Michael Godwin, Vernon, Arizona, DUNS# 080450301 for radio communication service and logistics. The U.S. Fish and Wildlife Service, Ecological Services, Mexican Wolf Recovery Program requires the services of a qualified radio communications manager who can manage the radio (air to ground) logistics during helicopter operations during aerial survey and capture of wolves; provide ongoing radio communications with staff and field vehicles using hand held radios and IFT office equipment during the operation; and check vehicles and ground radios to insure appropriate functionality. Mr. Godwin provided similar services under Contract F17PX01399. Mr. Godwin provides the certified and highly specialized skills in radio dispatch and communications in remote locations required for the wolf field team. Mr. Godwin is the only vendor who offers this type of unique services and can provide vital continuity of services. The applicable North American Industrial Classification System Code (NAICS) code for this supply item is 541690, Other Scientific and Technical Consulting with a standard of $16.5 . This notice of intent is not a request for competitive quotations. However, The Government will consider all responses received by September 21, 2020 at 12:00 PM Mountain Time. All responses must be in writing and are to be sent via email to the point of contact specified in this notice. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this is based upon the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
