The United States Agency for International Development (USAID) anticipates the award of a five-year contract for its Rule of Law (ROL) program in Bosnia and Herzegovina (BiH). The goal of this Justice Sector Development Project (JSDP) is to improve the efficiency and fairness of the justice system in BiH by strengthening two new State level institutions charged with important ROL functions, designing and implementing a modern approach to court administration, and fostering the creation of a new institution to provide legal aid to indigent criminal defendants. The JSDP focuses on building the capacity and sustainability of key local institutions to ensure that Bosnians have access to an efficient and reliable justice system long after the International Community (IC) has ended its presence in the country. It also seeks to promote the more uniform application of the law in the territory of BiH, which, under the Dayton Peace Accord, is administered by two entities, the Federation of BiH (the Federation) and the Republika Srpska (the RS), as well as a State level government. The solicitation will shortly be posted on the FEDBIZOPPS web page and will be limited to this electronic medium only. Requests for other copies of the solicitation document will be disregarded without notice to the requestor. No phone requests will be accepted and no solicitation is available for pick-up. Questions in writing may be directed to Paul Neifert, Contracting Specialist, USAID/Bosnia at pneifert@usaid.gov or to Elma Hadzimusovic, Acquisition and Assistance Specialist at enumanovic@usaid.gov. The place of contract performance will be Bosnia and Herzegovina. The resultant contract will be administered by the USAID Regional Contracting Office located in Budapest, Hungary.
