R--Land Class Market Study Blackfeet Reservation

The Department of the Interior, through the Interior Business Center’s Acquisition Services Directorate on behalf of the Appraisal and Valuations Services Office, has issued a Sources Sought Notice for a Land Class Market Study focused on the Blackfeet Reservation in north central Montana, primarily within Glacier County and partially in Pondera County. This effort seeks to gather market data on prevalent land classifications including Dry Cropland, Irrigated Cropland, Improved Pasture, Open Pasture, Wooded Pasture, Forest, Residential, and Water frontage, along with an analysis of residential capitalization rates for homesites in the region. The study is explicitly not an appraisal and will not provide opinions of value for specific properties, but instead aims to support the Bureau of Indian Affairs’ responsibilities under 25 CFR §152 while complying with applicable sections of the Uniform Appraisal Standards of Professional Appraisal Practice, excluding Standards 1 and 2. The procurement is set aside exclusively for Indian-owned Small Business Economic Enterprises and Indian-owned Economic Enterprises under NAICS Code 531320. All responses must be submitted electronically by June 4, 2026, at 12:00 PM Eastern Daylight Time to ne_hernandez@ibc.doi.gov with the specified subject line, and must include the Unique Entity Identifier and CAGE Code, along with business size and category designation. The contractor must treat the market study and all supporting data as confidential, honor any requests for anonymity from data sources, and deliver proprietary information in a separate binder only after obtaining concurrence from the AVSO review appraiser. AVSO does not accept custody of confidential data, so contractors must seek specific handling instructions directly from the AVSO review appraiser. The contractor’s sole client is AVSO; communication with the Bureau of Indian Affairs must include the AVSO review appraiser, and no other disclosures are permitted without written authorization. The final report is due 90 days after contract award, must be provided in an editable digital format allowing text search and annotation, and cannot be a draft. The report will undergo review within approximately 20 days of submission, and any required revisions must be completed within 10 days of receipt of feedback. Payment is scheduled 60 days after formal acceptance of the report by the Government, with contract closeout occurring 60 days after final payment.
