1. Introduction: In ongoing support of the Marine Forces Europe (MARFOREUR) Antiterrorism Force Protection (AT/FP) program, the contractor shall provide on-site support for an ATFP Program management. The incumbent serves as the Antiterrorism/Force Protection Program Manager, working directly for the MARFOREUR Anti-terrorism/Force Protection Officer, within the G-3/5, and is responsible for the overall U.S. Marine Corps Forces Europe (MARFOREUR) antiterrorism, physical security and law enforcement programs. The task is expected to be performed from FY08-FY11, pending funding is available and can be applied to the contract. Travel will be required as depicted in the Travel Matrix. 2. Objective: The primary objectives of the program are: a. Serves as MARFOREUR?s AT/FP Program Manager. Assist the MARFOREUR Antiterrorism officer. b. Develop and/or review the Force Protection Plans in support of MARFOREUR exercise program and exercise deployments. c. Serves as an advisor for AT/FP and Related Programs. d. Provide regular review of the COMMARFOREUR AT/FP Program, ensuring compliance with DoD, Service, and CINC?s plans, policies, and directives and provides benchmarks to the ATO periodically. e. Assist Command Operations Personnel. Manages and evaluates various AT/FP programs which include security awareness training; installation/facility security; personal protective measures and where allocated resources for those programs are being spent. f. Deploy to various locations, as required, to conduct threat, vulnerability, criticality, and security assessments to aide in the development of force protection plans, for future U.S. Marine Corps exercises and deployments. 3. To minimize the risks associated with this program the incumbent must: Possess analytical skills sufficient to develop, coordinate, and execute complex and integrated requirements and programming tasks. Possess sound management, leadership skills and ability to work independently. As a civilian providing continuity in the AT/FP Office of the G-3/5 Division, the contractor is considered a Subject Matter Expert (SME) in the field and acts accordingly, offering recommendations and adjustments to meet requirements. Actions can impact the safety, success, efficiency, and timeliness of MARFOREUR day-to-day activities, operations and exercises. Possess the ability to communicate orally in order to present high-level briefings, coordinate with all Staff-levels, and interpret analytical documents. Possess ability to communicate effectively in writing sufficient to produce comprehensive, structured reports, analyses, comparisons, and other documentation for the specified tasks assigned. The contractor will coordinate efforts with the Joint Staff, Geographic Combatant Commanders, Service Headquarters and other governmental and non-governmental agencies. Requires theater-specific situational awareness in order to provide recommendations based on events, threat levels, threat conditions, security environment, force/installation defensive capabilities, training and related factors. 4. Program administrative parameters: a. Security requirements: At a minimum, contractors must posses and maintain a Top Secret clearance, with the capability to upgrade to Secret Compartmented Information (SCI) level. b. End date: 1 year, with the provision to extend the period of performance to follow-on years as funding becomes available.
