R--Naval Expeditionary Combat Command (NECC) and NAVFAC Expeditionary Program Office (NEPO) Engineering Support Services

This acquisition was awarded as a Sole Source Award to an 8(a) certified firm in accordance with the Small Business Act 8(a), (15 U.S.C. 637(a)(1)) Business Development Program. This contract action was accomplished using other than competitive procedures because statute exists that expressly authorizes or requires that the acquisition be made from a specific source or through another agency (FAR 6.302-5); specifically sole source awards under 8(a) Program. Per FAR 6.302-5 a Justification and Approval (J and A) is not required for this award. Award was made to the JSL Technologies, Inc. in the amount of $4,000,000.00 (inclusive of a base year and two one-year options to be exercised at the discretion of the Contracting Officer) for Sealift Program and Product In-Service Engineering Support Services that will be utilized throughout various Navy Organizations to include all NAVFAC sites, all Navy Regions, and select private business partners. The NAICS Code for this procurement is 541330 Engineering Services and the annual size standard is $15 million. The period of performance will be for a base period of 12 months, with two 12 month option periods, ofr a total of 36 months. Indefinite Quantity Work will be ordered at the prices offered by the issuing activity using a DD Form 1155 (Task Orders), Orders for supplies and services.
