Solicitation # 2139978
The New York State Office of Children and Family Services is soliciting applications from established not-for-profit child care resource and referral agencies to establish Child Care Support Centers. These centers will manage regional substitute pools of qualified, vetted professionals to support licensed and registered child care programs, ensuring operational continuity and stability for families. Up to four awards will be granted statewide, limited to one per OCFS-defined region, with total funding anticipated at 12.5 million dollars over five years. Each awardee is expected to receive 625,000 dollars annually and must obtain a CCSC operating certificate from OCFS. Eligible applicants must be prequalified not-for-profit organizations currently operating as recognized child care resource and referral agencies. Awardees are responsible for recruiting and verifying the qualifications of substitute caregivers in compliance with New York State regulations, including comprehensive background checks and adherence to SSL 390-a and SSL 390-b. The centers must operate at least eight hours a day, Monday through Friday, and allocate between 1% and 20% of their funding for caregiver stipends. Technical assistance and technology will be provided by the Early Care and Learning Council. The selection process is based on a scoring system where the technical component is weighted at 80% and the cost component at 20%, with a minimum average score of 65% required for funding consideration. Applicants must submit a two-step electronic application consisting of an online administrative form and an email submission of the program application and budget. Compliance requirements include certifications regarding gender-based violence and sexual harassment policies, as well as registration in the NYS Statewide Financial System for electronic payments. The U.S. Fish and Wildlife Service (FWS) hereby submits a Notice of Intent (NOI) to inform industry contractors of the Government's intent to award a firm-fixed priced contract to The Childrens Tree House in Shepherdstown, WV, a non-profit organization. This contract action is for commercial services under NAICS code 624410, Child Day Care Services for which the agency intends to solicit and negotiate with only one source under FAR 13.106-1(b), Simplified Acquisition procedures. The purpose of the contract is to reserve childcare slots for guests of The National Conservation Training Center (NCTC). The Children's Tree House is under an exclusive licensing agreement to operate childcare services at the NCTC Campus. NCTC develops and conducts training courses and education services for the Fish and Wildlife Service (Service), other Federal agencies, environmental conservation groups, state organizations, Native American groups, the private sector, and others. Guests who attend the training are housed on-site at the NCTC campus. NCTC is located in Shepherdstown, West Virginia and is comprised of approximately 533 acres. A search under NAICS code 624410 in Shepherdstown, WV, on System for Award Management (SAM) produced only The Childrens Tree House as an option. Many guests do not have access to individual transportation and there are no public transportation providers readily available in the vicinity of NCTC. For this reason, the use of offsite childcare service providers would limit guests that are in need of childcare services from attending training at NCTC. FWS anticipates an award in July 2021 with a proposed period of performance of a base year plus four option years with an estimated total contract value of $190,000 (inclusive of all options). This announcement constitutes the only notice. This is not a request for competitive quotes. All responsible sources may submit a capability statement, which must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. Responses received from this solicitation will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the agency not to compete this proposed contract based upon responses to this notice is solely within the discretion of the agency. Questions or comments to this NOI should be directed to Contracting Officer, Ryna Russell at contact@example.gov no later than 11:00am, EST, Thursday 05/20/2021. Telephone inquiries will not be accepted. Please indicate in the subject of your email: Notice of Intent Capability Statement Submission - DOIFFBO210043.
