The National Science Foundation (NSF) plans to modify its existing contract SRS-0242881 on a sole source basis to update and develop system software supporting the Survey of Federal Funds and the Federal Science and Engineering Support Survey statistics. This includes enhancements to a Web-based data entry and processing system, a database system that stores historical data and facilitates data exports and table production, as well as related materials such as respondent contact information and survey protocols. The Web-based system manages all data collection activities, editing, and trend checks, with features for monitoring support requests and handling data issues. The work continues the efforts currently performed by Macro International, Inc., and will prepare the groundwork for a forthcoming competitive solicitation expected around November 1, 2007, covering survey cycles for fiscal years 2007 through 2009. The contract modification’s period of performance is anticipated to run from October 15, 2007, through February 28, 2008, and it will be conducted under statutory authority permitting other than full and open competition. Interested parties may submit a Statement of Capability electronically for consideration, although this notice does not represent a commitment to compete the contract. Communication is limited to electronic submissions directed to the NSF Contract Specialist. An acquisition ombudsman is also available to assist with non-routine concerns during the process. The contract falls under NAICS code 541720 and is managed through the NSF’s Division of Acquisition and Cooperative Support based in Alexandria, VA.
