The United States Army Mission and Installation Contracting Command Center at Yuma Proving Ground, Arizona, plans to extend a non-competitive Cost plus Fixed Fee contract with TRAX International Corporation, the current provider of Tropic Test Support Services to the Tropic Regions Test Center (TRTC) at the U.S. Army Yuma Proving Ground. This contract supports a variety of testing activities across multiple international locations, including Panama, Hawaii, Australia, Guam, French Guiana, and Suriname. The existing contract, which is set to expire on March 31, 2010, will be extended for nine months with the option of three additional one-month extensions, potentially extending service through March 31, 2011. This extension aims to maintain uninterrupted technical, operational, administrative, and logistical support while allowing sufficient time to award a follow-on contract competitively and manage the transition process, which is expected to take between 30 to 60 days. This notice serves as an announcement of the intent to negotiate directly with TRAX International on a sole-source basis rather than a solicitation for competitive proposals. Nevertheless, the agency invites all responsible sources to submit capability statements, proposals, or quotations, which will be reviewed and used for market research to inform the subsequent procurement process. Interested parties or inquiries should be directed via email or fax as provided by the contracting office.
