The US Department of Energy (DOE), National Energy Technology Laboratory (NETL), intends to issue a sole source contract to Pennsylvania State University (PSU) in accordance with the FAR 6.302-1. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. Any interested party should contact the below Contract Specialist named for more information regarding this posting, all correspondence shall be received no later than 1 June 2019 at 1700 ET. The Pennsylvania State University (PSU) is the sole organization that has access to a high pressure high temperature electrochemical flowing loop systems able to carry out water content measurements and electrochemical tests using membrane-coated electrochemical sensors and the expertise to run the tests. The action is a sole source to PSU. NETL has immediate need for PSU to provide testing in condensed phases containing impurities that induce pitting in the wired membrane-coated electrochemical sensors and measure environmental conductivity and corrosion rates using the wireless membrane-coated electrochemical sensors. These experiments are related to the environmental and corrosion monitoring of natural gas pipelines. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government.
