The Millennium Challenge Corporation (MCC) and the Government of Nepal have established a Millennium Challenge Compact totaling US $500 million to support poverty reduction through economic growth. Under this initiative, the Millennium Challenge Account Nepal (MCA-Nepal), acting as the accountable entity, is seeking proposals from qualified law firms authorized to provide legal services in Nepal to serve as External Legal Counsel. The selection will follow a Quality and Cost-Based Selection process according to MCC procurement guidelines, and the contract is structured as a fixed-rate agreement payable in US dollars. The initial contract covers a base period of 12 months ending June 30, 2020, with four additional one-year option periods and a close-out period extending through the end of the Compact plus 120 days. The estimated budget for the base period and each option period is approximately US $50,000, subject to funding availability. Prospective consultants were invited to participate in a pre-proposal conference held both in Kathmandu and virtually via Zoom in March 2019. Proposals were required to be electronically submitted by April 19, 2019. The process encourages early registration of interest to receive updates, and technical proposals were publicly opened shortly after the submission deadline, with both in-person and virtual attendance options available. All contract payments and activities are governed by the terms of the Compact, with only the Government of Nepal and MCA-Nepal entitled to rights or claims to funding. The solicitation emphasizes compliance with MCC-specific procurement rules and is not administered under U.S. federal acquisition regulations, with awards made by the Government of Nepal.

Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS)
Solicitation # FA238424S2233
The Continuing Human Enabling, Enhancing, Restoring and Sustaining (CHEERS) program is a Multiple Authority Announcement (MAA) managed by the Air Force Research Laboratory Human Effectiveness Directorate and the United States Air Force School of Medicine. The program provides a comprehensive strategy for science and technology research, progressing from basic research to technology maturation to optimize and protect Airman capabilities across Air, Space, and Cyberspace. The scope is divided into three primary areas: Airman Biosciences, which focuses on biotechnology and aerospace medicine; Bioeffects, which addresses battlefield environmental stressors; and Warfighter Interactions and Readiness, which enhances mission execution. The MAA utilizes a flexible procurement framework, employing various authorities including Broad Agency Announcements, Other Transaction agreements for research and prototypes, and grants. Awards are generally anticipated to be cost-plus-fixed-fee. The selection process typically involves a two-step approach requiring an initial five-page white paper and rough order of magnitude cost, followed by a full technical and cost proposal for selected candidates. Evaluation is prioritized by technical merit, specifically focusing on innovation, understanding of scope, technical soundness, and transition potential, with cost realism serving as a secondary factor. Recent updates include several moratoriums to preserve competition, specifically closing technical areas related to BRDEE, Information Mastery in Cognitive Warfare, and Holistic Models for Decision-Making for six-month periods following specific proposal closing dates. All contractor personnel must undergo a minimum Tier 1 background check for positions of trust, and offerors must be registered in the System for Award Management. The program maintains strict data rights and security protocols, including foreign influence due diligence and specific DFARS requirements for technical data and computer software.
