The 50th Contracting Squadron at Schriever Air Force Base (SAFB), Colorado, intends to award an eight month bridge contract to Lockheed Martin Integrated Systems and Solutions for support of Obscura, Mission Integration, and Network Support (OMINS) to the 22d Space Operations Squadron (22 SOPS) while a competitive source selection is conducted. Lockheed Martin is currently providing this support to 22 SOPS under the Command and Control Sustainment Contract (CCSC) with the Space and Missile Systems Center (SMC). OMINS provides the 22nd Space Operations Squadron (22 SOPS) Air Force Satellite Control Network (AFSCN)-wide support to new and existing satellite programs, external users, tracking stations, and operational complexes. Obscura support provides the information required to effectively establish and maintain terrain and building survey data (known as obscura data) that can interfere with reception and transmission of satellite data. Additionally, obscura data is also collected when new antennas are installed or updated to identify the optimal location that maximizes the time for reception and transmission of satellite data. Obscura support also analyzes data from the 85th Engineering Installation Squadron (85 EIS) and utilizes the Automated Obscura and Analysis Capability (AOAC) tool to establish recommended transmit inhibit zones for the AFSCN to ensure the safety of personnel from exposure. Mission Integration (MI) provides an array of support activities that include evaluating new satellite requirements for AFSCN compatibility, network integration support (for new programs, satellites, and network resources), AFSCN integration test support, technical consultation for launch/on-orbit problem isolation and other unique AFSCN-specific complications that cannot be resolved by other organizations. Network Support (NS) is accomplished through the Network Data Management and Control (NDMC) effort which manages, maintains, and modifies the network-common (NET-C) data stored in a central network repository accessed by AFSCN users for the implementation of distinct operational parameters critical to mission success.
