R--OFO Oil and Gas Data Subscription

The Bureau of Land Management New Mexico State Office is pursuing a firm fixed price sole source contract with Enverus, Inc. under FAR 13.106-1(b)(1) for an oil and gas data subscription. This subscription provides the Oklahoma Field Office with a comprehensive platform for updated energy records across Oklahoma, Kansas, and Texas. The system is designed to support regulatory compliance, drainage analysis, and production monitoring by delivering critical data including well locations, monthly production volumes, drilling permits, and regulatory orders from the Oklahoma Corporation Commission. Technical requirements specify that the platform must integrate natively with ArcGIS Online, provide daily data refreshes, and offer a graphical user interface with web services API or downloadable software. The contract allows for unlimited user licenses with invoicing based on actual monthly usage. Performance is measured by a 90 percent certainty of production occurrence and adherence to federal regulations including 43 CFR 3162.3-1 and the Federal Oil and Gas Royalty Management Act.
