The Naval Sea Systems Command (NAVSEA) intends to issue a contract to CGI Federal, Inc. for continuing Undersea Warfare (USW) Systems Engineering and Technical Assistance (SETA) services in support of Program Executive Office, Integrated Warfare Systems 5 (PEO IWS 5) using other than full and open competition. A cost plus incentive fee (CPIF) level of effort (LOE) contract shall be awarded pursuant to 10 U.S.C. 2304(c)(1) and shall include a requirement for Not Separately Priced Data and Other Direct Costs on a cost only basis. The scope of work shall include systems engineering support, test and evaluation support and other technical services in support of PEO IWS 5. The subject SETA services will be ultimately be transitioned to a competitively awarded SeaPort-e task order. The Government is currently in the planning stages for this acquisition and expects to release a solicitation fourth quarter Fiscal Year 2013. Until the follow-on task order is competitively awarded, CGI is the only responsible source able to provide the subject SETA services without significant disruption to PEO IWS 5’s management of its various USW development and production efforts. The contemplated contract shall consist of a twelve (12) month base period with two (2) six (6) month option periods. The average level of effort per month is estimated at 4,000 man hours.
