The Gulf Region District Contracting Office of the U.S. Army Corps of Engineers intends to extend the performance period for task orders 0004 and 0005 awarded to Versar, Incorporated, for personal services in Iraq. These extensions cover the period from April 6, 2011, through August 5, 2011, with an additional three-month option. The contract supports the provision of local national engineering and technical support personnel who are fluent in Arabic and able to interact effectively with Iraqi construction contractors. These local nationals provide significant advantages by facilitating access to project sites with lower security costs, thereby supporting the Gulf Region District's reconstruction mission efficiently. The requirement for local nationals is expected to decrease over time, with an estimated need of only 25-30 personnel by July 1, 2011. This procurement is conducted under a sole source justification, under FAR 6.302-1 and 10 U.S.C. 2304(c)(1), meaning no other supplies or services will meet the needs, and thus competitive proposals are not formally solicited. However, the government will consider any capability statements submitted by February 13, 2011, that demonstrate the ability to provide between 80 and 100 fully vetted, badged Iraqi local national personnel staffing the requirement by the April 6 start date. Respondents must include resumes and badge copies for proposed personnel and deliver this information directly to the contracting office at Victory Base Complex. The government reserves discretion over competition decisions and will not reimburse any costs related to capability submissions. All communications reference solicitation numbers W912ER-06-D-0004-0004 and 0005.
