The Department of Veterans Affairs Women's Health Sciences Division intends to award a sole-source contract to Amy Williams for providing annual Cognitive Processing Therapy (CPT) services as part of a national initiative to train VA mental health clinicians. The contract period extends from the award date through September 30, 2013. This procurement will be conducted using simplified acquisition procedures under the Federal Acquisition Regulations, specifically FAR 13.106-1(b)(1), permitting non-competitive award due to Amy Williams being the only known provider meeting the specialized qualifications and experience required. Williams has demonstrated extensive expertise in CPT through past clinical use, phone consultations to groups of clinicians, conducting large training sessions, and participation in key CPT training conferences. Her eligibility for performing these services has been validated by Dr. Patricia Resick, the original developer of CPT and WHSD Director. While this is a notice of intent, other contractors capable of equivalent service levels may submit capabilities statements by May 7, 2013, for Government evaluation to determine if a competitive procurement is warranted. Respondents are to provide detailed company information, proof of small business status or veteran-owned certification, Federal Supply Schedule details if applicable, explicit qualifications, and relevant past project experience. The NAICS code for this acquisition is 621330, with a small business size standard of $7 million. The objective is to ensure the contractor’s demonstrated ability to deliver CPT training and consultation aligns with the outlined work plan and delivery schedule, securing highly qualified support for this important VA mental health training initiative.
