The Naval Air Systems Command requires program management support services for the PMA 201 Conventional Strike Weapons Program, which includes the Harpoon, SLAM, and SLAM/ER weapon systems. Delex Systems, Inc. has been providing these services under a Blanket Purchase Agreement set to expire on July 8, 2004, after five years of support. These services are critical for fulfilling the program’s domestic and Foreign Military Sales requirements. Since the replacement Program Management Multiple Award Contract (PM MAC) is not scheduled to begin until December 2004, the Navy plans to negotiate a sole source cost-plus-fixed-fee Federal Supply Schedule order with Delex Systems from July 9 to December 31, 2004, to maintain continuity and enable PMA 201 to meet its mission needs during this interim period. The decision to proceed with Delex Systems as a sole source is justified based on economy and efficiency under relevant federal acquisition regulations. Although this notice is not a solicitation for competitive proposals, interested parties may submit technical information and capability statements by the specified deadline. Proposals must include contact information and be submitted through proper channels, as no phone calls will be accepted. All potential offerors must be registered in the Central Contractor Registration database to be eligible for contract award. The contract is managed by the Naval Air Warfare Center Air Division at Patuxent River, Maryland, with point of contact representatives available for inquiries up to June 21, 2004.

A determination not to compete this proposed FSS order based on responses to this notice is solely within the discretion of the Government.
