The Naval Sea Systems Command (NAVSEA) plans to award a sole source Cost Plus Fixed Fee (CPFF) bridge contract to Alion Science and Technology Corporation to provide continued professional support services for the PMS 317 program. This contract will ensure uninterrupted support pending a competitive follow-on contract and will span up to one year, including a six-month base period with two three-month options. The services covered include program management support, integrated logistics support, program engineering and technical assistance, and class systems integration and testing. Alion is currently fulfilling this role under an existing delivery order, with the present contract anticipated to conclude by the end of September 2013. The sole source award is justified under federal acquisition regulations due to Alion’s unique expertise and ability to meet the Navy’s immediate operational requirements without delay. No other contractor possesses the technical capability or readiness to perform the work within the required timeframe. NAVSEA is preparing a competitive solicitation for these services, with an anticipated award before this bridge contract expires. Interested parties may contact NAVSEA for further information.
