The United States Special Operations Command (USSOCOM) plans to procure editorial, graphic design, translation, printing and distribution services support for the production of magazines and other printed supplements. This requirement is 100% set-aside under the Small Business Act, as amended by Section 8(a) utilizing the guidelines of the Federal Acquisition Regulation, Part 19.8. Only eligible Section 8(a) concerns that fall within NAICS Code 541430 -Graphic Design- may submit a proposal. The Government intends to award a definitive contract using firm fixed price payment provisions on a non-personal service contract basis using the policies contained in FAR Part 12. The contract term will consist of a base period plus four year option years. The tasks include: (1) editorial services, graphic design, translation, printing and distribution of five quarterly magazines, plus irregular supplements (that range from large, medium to small in size), surveys, and activity planner and/or other products for each Geographic Combatant Command (US NORTHCOM, US SOUTHCOM, US PACOM, US CENTCOM, and US EUCOM). (2) Magazines and other products will be produced in at least three, or as many as five foreign language(s); English, Spanish, French, Arabic, and Portuguese as determined by US SOCOM and Geographic Combatant Command (GCC) in order to meet the requirements. (3) The contractor will provide an on-site Editor to each GCC location, to provide a single point of contact for issues surrounding each magazine. (4) US Government Secret Level Security clearances are required for some of the contractor's employees. Solicitation issue date is expected to be o/a March 22, 2006. The government goal is to incorporate the production of the five magazines into one contract. The government is also aware of the complexity of this effort due to the language and place of performance requirement; for those reason the government will contemplate a multiple award if it is determined that is in its best interest.
