R -- Professional Land Appraisals

The Southwestern Region of the U.S. Forest Service will be establishing Blanket Purchase Arrangements (BPA's) with qualified firms for an unspecified number of professional land appraisals in the States of Arizona, New Mexico, Texas Panhandle, and Oklahoma Panhandle. The total dollar amount of each appraisal is not expected to exceed $25,000.00, and each appraisal over $2,500.00 will be competed for among those firms that have established BPA's on a rotating basis among the firms that have established BPA's in the specific areas. It is anticipated that the establishment of a BPA will be a two-step process. Step one: Firms expressing an interest in establishing a BPA will be sent a package of the general requirements of the work that might be performed under the BPA's, and list of evaluation factors that must be completed by the firm and returned to the Forest Service for consideration. Step Two: The evaluation factors submitted will be evaluated by a Technical Panel, and a "Pass or Fail" will be given to each firm. Those firms who received a "Pass" rating will have a BPA established, and become eligible for consideration in the award of procurements. Once a BPA has been established, those firms will receive, on a rotating basis, orders to bid on specific projects.
