The Centers for Disease Control and Prevention plans to enter into sole source negotiations with The Medstat Group to obtain proprietary MarketScan databases and the DataProbe software tool. This contract will provide for the full maintenance, enhancement, and support of these databases and software, which are critical for the CDC’s operations. The justification for this sole source procurement is that The Medstat Group holds exclusive licensing rights to these products, making it the only responsible source able to meet the agency's requirements. The procurement is conducted under the statutory authority that permits non-competitive contracts when only one responsible source exists. Interested parties are invited to submit written responses outlining their capabilities within 15 calendar days of the notice, with all responses considered solely to determine if a competitive procurement is warranted. However, requests for bidding or solicitation will not be entertained. The Government retains full discretion to proceed without competition based on the responses received. The NAICS code relevant to this contract is 518111, with a size standard of $21 million. The notice serves as an intent to negotiate and is not a solicitation. The decision to engage The Medstat Group exclusively stems from the uniqueness of their licensing rights and software tools vital to the CDC's work.
