Solicitation # BD-27-1044-EPS11-1044O-133915
The SFY 2027 Massachusetts Municipal Public Safety Staffing Program is a competitive grant initiative administered by the Executive Office of Public Safety and Security through the Office of Grants and Research. The program provides approximately 6.72 million dollars to eligible municipalities to address staffing shortfalls within police and fire departments. Funding is specifically designated for restoring staffing levels lost to attrition, retaining civilian employees, and covering necessary overtime for shift coverage. Eligibility is restricted to communities that submitted qualifying applications approved by the executive office in fiscal year 2026. The period of performance runs from January 1, 2027, to December 31, 2027, with no extensions permitted. Applicants must submit a digitally signed online application by October 23, 2026, including a detailed 12-month budget in Excel format. Proposed costs are categorized into personnel, overtime for sworn personnel, fringe benefits, and other administrative costs, which are capped at 10 percent of the grant award. Awarded funds are typically distributed in two equal disbursements. To qualify, applicants must provide a comprehensive narrative justifying the need for funds, including incident data, response times, and the impact of staff reductions on community risk. Recipients must certify that grant funds supplement rather than supplant other funding and comply with Massachusetts General Laws, including the MBTA Communities Act. Additionally, local government units must ensure that any subcontracts with private organizations adhere to M.G.L. Ch. 30B procurement procedures. Final funding decisions are made at the discretion of the OGR Executive Director and the Public Safety and Security Secretary.

Pursuant to the Federal Acquisition Regulation (FAR) Part 6.302-1(a)(1) the Office of the Federal Detention Trustee (OFDT) has determined that the use of other than full and open competition procedures is justified for this procurement action. As a result, OFDT intends to issue a non-competitive contract. Pursuant to FAR Parts 5.201 and 5.203, OFDT encourages potential sources to notify OFDT of their ability to perform the requirements prior to the issuance of the non-competitive contract. The requirements remain the same as those described in the Sources Sought Notice posted on www.fedbizopps.gov on March 14, 2007. Responses are due on or before June 19, 2007. OFDT is in search of existing secured detention facility located in Brooklyn/Queens, New York with a capacity of not less than 200 beds to house persons in custody of USMS. The requirement will include secure transportation services within an approximate geographic radius of three hundred miles from the facility. Rehabilitation of an existing structure will be a consideration of this request.
