The Department of Health and Human Services' Program Support Center completed a streamlined A-76 competition study to evaluate the cost efficiency of outsourcing certain commercial functions within its Administrative Operations Service, specifically space acquisition, tenant improvements, space alterations, and rent billing services in the Space Management Branch. Conducted between September 28, 2007, and February 8, 2008, the study determined that over a five-year period, the private sector offered the lowest cost solution based on thorough market research. As a result, a performance decision was made to move forward with soliciting bids from private sector providers, and the solicitation will be issued exclusively on the Federal Business Opportunities website, where potential offerors must monitor for updates. This competition was carried out in compliance with OMB Circular A-76, which guides the government in improving economy and efficiency through commercial activity performance decisions. Prior to the announcement, the incumbent service provider was given the opportunity to review the streamlined competition documentation in accordance with procurement integrity and ethics rules. The contract officials emphasized that the decision is final and not subject to contest. Contact points for further information include Anne F. Hunt and Creighton Glantz, with the study falling under NAICS code 531390, related to property management services.

On February 8, 2008, the responsible competition officials certified the streamlined cost comparison which indicated that over a 5-year performance period, the total estimated private sector cost (using documented market research) was determined to be the low-cost service provider. The commercial functions competed included space acquisition, tenant improvements and space alterations and rent billing services of the Administrative Operations Service (AOS), Division of Property Management (DPM), Space Management Branch (SMB). The study period was from September 28, 2007 (public announcement date) through February 8, 2008, under FBO Reference Number A76DHHSPSCAOSDPMSPACEMANAGEMENTBRANCH. The solicitation will be available solely through the Federal Business Opportunities website. It is the responsibility of all prospective offerors to review this site frequently for updates to any and all documents. The purpose of this A-76 study was to determine the least costly and most efficient methods of operation as prescribed in the Office of Management and Budget (OMB) Circular A-76, Performance of Commercial Activities, which sets forth the general policy of the Government to achieve economy and enhance productivity. Consistent with procurement integrity, ethics, and standards of conduct rules, including restrictions of 18 U.S.C. 208, the responsible Contracting Officer submitted the streamlined competition form to the agency's incumbent service provider for review prior to this announcement of a performance decision.
