The Regional Oversight Contract III (ROC 3) for EPA Region 1 is a professional, administrative, and management support contract aimed at assisting the EPA in oversight and enforcement activities under the CERCLA and RCRA statutes. These activities focus primarily on federal facilities, including active, closing, and former installations such as BRAC sites, FUDS, and FUSRAP locations within the six northeastern states of Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. While support to EPA at non-federal potentially responsible party-led sites is possible, it is a lesser priority under this contract. The contract is structured as an Indefinite Delivery Indefinite Quantity (IDIQ) with fixed-rate, performance-based terms, including a five-year base period with two additional one-year award terms, and a maximum estimated value of $9 million. This procurement, aligned under NAICS code 562910 with a small business size standard of 500 employees, is managed by the EPA Headquarters Acquisition Division in Washington, DC. Though the solicitation is not open for proposals at this time, the Request for Proposals was anticipated to be released in September 2004, with contract award expected in March 2005. Key documents such as the Statement of Work and an updated Conflict of Interest Clause are available online through the EPA acquisitions portal. The contract emphasizes strict procedural communications, explicitly disallowing phone inquiries, and follows prior notices and a presolicitation conference to facilitate potential bidders' understanding and awareness.
