R -- Research Study

The Inter-American Foundation, working through the Department of Treasury's Bureau of Public Debt, plans to negotiate a sole source contract with Rodrigo Villar for a research study focusing on how impoverished communities in Latin America and the Caribbean build capacity to organize and take collective action on local governance issues. The contract will be awarded without a formal solicitation document, but the Bureau of Public Debt invites affirmative responses referencing RFQ03-0095 from interested parties by August 11, 2003, at 2 PM EDT. These responses must include sufficient documentation demonstrating the capability to deliver the required services or an equivalent, and offer terms more favorable to the Government. If no responses meet the criteria of adequately demonstrating the ability to fulfill the contract requirements and provide better terms, the Bureau will proceed with a sole-source award to Rodrigo Villar. Requests for additional information will not be considered as affirmative responses. This approach seeks to ensure that the Government explores all potentially advantageous offers while prioritizing an expert already identified for the task, thereby streamlining the procurement process to efficiently engage expertise on capacity development in vulnerable communities within Latin America and the Caribbean.
