The General Services Administration (GSA) Region 7 conducted a streamlined competition for the Administrative Support Function (ASF) services supporting the Public Buildings Service (PBS) and the GSA Modernization & Acquisition (GM&A) office in accordance with OMB Circular A-76. This competition concluded on September 12, 2006, with certification by the Competitive Sourcing Official, Agency Tender Official, and Contracting Officer, confirming the completion of the study. The outcome designated that the ASF requirement would continue to be performed by the Most Efficient Organization (MEO) within the agency, ensuring that the function remains an in-house service. Following this decision, the Contracting Officer is tasked with executing a Letter of Obligation with the Senior Manager responsible for the ASF performance. This action formalizes the commitment to the in-house solution for supporting PBS and GM&A in Region 7. Importantly, under the revised OMB Circular A-76 effective since May 29, 2003, the results of this streamlined competition are final and not subject to contestation by any party. The contract, associated with NAICS code 561110, is managed through the GSA office in Fort Worth, Texas, with Judi Grossman serving as the Contracting Officer overseeing the process.
