The Walter Reed Army Institute of Research (WRAIR) plans to award a sole source, firm fixed price contract for a base year plus four option years to the American Chemical Society for the renewal of a SciFinder subscription. This subscription is essential for WRAIR chemists, providing access to a comprehensive, externally hosted, web-based chemical database that meets unique requirements which no other product on the market can satisfy. The database must feature an intuitive search interface with faceted searching, IP authentication, and compliance with Section 508, along with restrictions on cookie usage to adhere to government privacy regulations. It must support OpenURL linking for seamless access to electronic journals and contain extensive data including chemical reactions, structures, bibliographic data, patents, molecular sequences, and access to the CAS registry database, crucial for precise chemical identification. The SciFinder subscription supports antimalarial, antileishmania, and chemical/biodefense research programs at WRAIR, making it a vital resource. The reliance on the CAS registry database and its proprietary CAS numbers, licensed only to valid holders like the American Chemical Society, establishes the sole source nature of this contract under FAR Part 6.302-1. The American Chemical Society is identified as the only responsible supplier able to meet these stringent requirements. The point of contact for this procurement is Ms. Monica Pileggi.

Full Description

The Walter Reed Army Institute of Research (WRAIR), Silver Spring Maryland, intends to award a sole source firm fixed price award (Base year and four option years, if exercised) to American Chemical Society for the renewal of a SCIFINDER Subscription. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Scifinder Scholar database is the only database on the market currently that completely meets WRAIRs requirements. WRAIR chemists require access to an externally hosted, web-based, comprehensive chemical database. This database must have an intuitive search interface, have the ability to perform faceted searching, and be able to IP authenticate. This interface must be Section 508 Compliant because FAR regulations require this. It must only use session cookies because government privacy regulations prohibit the use of persistent cookies. It must be OpenURL compliant so that the WRAER. electronic journals can link from the search results with a single click. This product must have data including chemical reactions, chemical structures, bibliographic data, analytical data, patents and molecular sequences. This product will be used in support of the antimalarial, antileishmania and chem/biodefense programs. This product must have access to the CAS registry database, as CAS registry numbers represent specific chemical structures, and are used by chemists when referring to a specific structure of a compound. CAS registry numbers must come as part of a subscription from CAS. While they appear occasionally in the public domain, they are licensed and should be only used by a valid license holder. As such, American Chemical Society is the only responsible source that possesses the services required to meet the Government's requirement. Point of contact for this requirement is Ms. Monica Pileggi at contact@example.gov.
