The Naval Surface Warfare Center Crane Division intends to award a Cost Plus Fixed Fee contract to Courage Services for research and studies focusing on human terrain and human geography analysis. The agreement consists of a twelve month base period of performance with two additional one year options. This requirement is being negotiated on a sole source basis due to the contractor's specific expertise and the potential for unacceptable delays or duplicative costs if the project were opened to competition. No formal solicitation will be issued for this effort, as the government has determined that only one responsible source can satisfy the agency requirements. While this notice is not a request for competitive proposals, responsible sources may inquire about the specific terms and conditions. All inquiries should be directed to Mr. Rodney Fultz at the NSWC Crane office.
