R--Solicitation for RTP Research Library Services

The Environmental Protection Agency (EPA) Research Triangle Park (RTP) is conducting a market research Sources Sought Notice to identify qualified small businesses capable of providing library support services. This notice is not a request for proposals but seeks information about the availability, capabilities, and size classification of small business entities, including veteran-owned, service-disabled veteran-owned, HUBZone, 8(a), women-owned, and small disadvantaged businesses. The contract would support the EPA-RTP Library, part of the national EPA Library Network, which manages extensive collections of environmental, scientific, and policy-related materials and serves around 3,000 EPA employees nationwide, as well as the public. The library provides critical services such as reference support, interlibrary loans, content acquisition, cataloging, and outreach, and also supports agency-wide initiatives and training. The anticipated contract would be for a 12-month base period with four additional annual option years and is currently a Cost/Share type, though alternative contract proposals are welcome. Services are to be performed primarily on-site at the EPA-RTP facility during regular government hours, with occasional travel and limited telework possible. Contractors must provide qualified personnel with a minimum of a Master’s degree in Information and/or Library Science and assume full responsibility for delivering the services and necessary materials, excluding equipment supplied by the Government. Tasks include reference and research support, interlibrary loan, content management, cataloging, outreach, and participation in EPA-wide library network activities. The notice emphasizes that responses will inform future solicitations but do not obligate the government, and respondents should avoid submitting proprietary or sensitive information.
