THE NATIONAL INSTITUTES OF HEALTH (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institute of Dental and Craniofacial Research (NIDCR) has a requirement to procure the services of an expert consultant to develop a new five-year Strategic Plan for fiscal years 2009 through 2013. The reference solicitation number is: NHLBI-PB(DE)-2008-37-1-CDM. This solicitation is issued as a Request for Quotation (RFQ). This acquisition is being conducted in accordance with FAR Part 13, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-22. The estimated level of effort for this requirement is not expected to exceed 240 hours during the twelve (12) month period. The total estimated amount of this contract is NOT expected to exceed the simplified acquisition threshold of $100,000.00. The acquisition is being conducted as a total small business set aside competition. The North American Industry Classification System (NAICS) code is 541618 associated small business size standard is $6.5 Million.
