R -- Streamline Cost Comparison Study DHHS, Administration on Aging

The Administration on Aging (AoA), part of the U.S. Department of Health and Human Services, plans to conduct a streamlined cost comparison study focused on its Center for Communications and Consumer Services/Public Inquiries functions during Fiscal Year 2003. This initiative aligns with the Revised OMB Circular A-76 procedures, effective as of May 29, 2003. Currently, the functions under review are carried out by four full-time employees located at the AoA Headquarters in Washington, DC. A Competitive Sourcing Official has yet to be appointed, while Michele Trotter serves as the Contracting Officer overseeing the process. The study aims to complete the cost comparison analysis within 90 days following the formal announcement, ensuring a timely evaluation of the potential for cost savings or efficiency improvements by comparing government performance against private-sector bidding. The project scope and requirements indicate a focused review on operational and financial aspects of the current public inquiry services to determine if they can be performed more economically or effectively through competitive sourcing.
