The U.S. Department of Energy’s National Nuclear Security Administration intends to award a sole source labor hour contract to CALIBRE Systems, Inc. for the development and provision of a BUILDER Functionality Module Framework to support the Office of Safety, Infrastructure, and Operations. This contract focuses on enhancing NNSA’s Multi-Site Risk Management Strategy by improving the alignment of requirements and capabilities with mission needs, while ensuring transparency and accountability in risk management. The contractor will undertake at least one full functionality assessment to Functionality Level 1 and pilot the process at a BUILDERTM Center of Excellence site. Additionally, CALIBRE is tasked with supporting training and guidance development for all NNSA sites to implement the functionality framework effectively. The award is justified under FAR 6.302-1 due to CALIBRE’s unique expertise and prior experience with the BUILDERTM Sustainment Management System, specifically their ongoing work with the Defense Health Agency's Functionality Module framework.
