R--Synopsis for a bridge action

NAVSUP FLC Philadelphia intends to solicit on an other than full and open competition basis for the capability analysis and program support support services in support of the Joint Staff. The procurement is being processed through other than full and open competition pursuant to the statutory authority of FAR 6.302-1. The proposed action is required to bridge a gap in coverage from the expiration of the current task order, N00178-04-D-4080 EX01, to the award and effective date of a new, competitive MAC follow-on, anticipated for award on 30 August 2016. The anticipated award for the first MAC task order is 31 December 2016. The current task order is CPFF. The Government intends to solicit and negotiate with Mantech systems Engineering Corporation since they are the only source that currently has the requisite personnel in place to perform the required services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within fifteen days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely with the discretion of the Government.
