The Naval Air Warfare Center, Aircraft Division (NAWCAD) plans to negotiate a sole-source contract with Raytheon Technical Services Company for technical, engineering, and management support related to the Navy Global Positioning System (GPS) Control Display Navigation Unit (CDNU) Computer Software Configuration Item (CSCI), including Software Support Activity (SSA) services. This follows the 1996 closure and privatization of NAWCAD Indianapolis, where Raytheon acquired the majority of personal property and leases the land and facilities from the City of Indianapolis. This contract continues the integrated support functions that were historically provided by NAWCAD Indianapolis for the Navigation Systems Program. Procurement will be conducted under FAR 6.302-(1)(2)(iii), allowing sole-source acquisition when only the original source can provide the required services without incurring excessive costs or delays. The contract is anticipated to have a one-year base period with up to four one-year option periods. Raytheon is identified as the only capable source to fulfill the requirements, ensuring continuity and efficiency in supporting the Navy's GPS software systems. While interested parties may submit questions, the Government reserves the right not to compete this contract based on the responses received. The solicitation was posted in May 2002 by the Department of Defense, specifically through the Hqussocom agency in Tampa, Florida.
