While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command.The Recoverable Tethered Optical Fibre (RTOF) is a joint program between the US Navy and the Royal Navy to develop and test a new submarine communication system. It is governed by Project Arrangement (PA) No. DOD-MOD-N-04-0019, dated 26 April 2000. According to the PA, the US Navy is responsible for the installation of the RTOF on a US submarine and subsequent testing thereof. The Naval Undersea Warfare Center, Division Newport intends to award on a sole source basis a Cost Plus Fixed Fee term type contract to Ultra Electronics, LTD. The Ministry of Defense awarded a competitive contract to Ultra Electronics to design, develop and construct the RTOF hardware. As the designer and builder of this hardware, Ultra Electronics is the only company capable of providing the technical support necessary to conduct all the efforts related to the test and installation of the RTOF system. Our department no longer issues solicitations or amendments in paper form. Instead, they may be accessed at our web site http://www.npt.nuwc.navy.mil/contract/.
