AI Contract Overview

The Naval Air Systems Command (NAVAIR) initially planned a full and open competition to develop a Common Avionics Display (CAD) system, designed to be modular, scalable, and open-architecture to standardize major sub-components across platforms. However, delays in the scheduling of associated target platform programs have pushed the CAD development timeline back by about one year. In order to implement avionics upgrades efficiently, the V-22 program has postponed the CAD installation until Lot 17 in fiscal year 2013, while the H-1 program has withdrawn from the CAD effort due to more urgent priorities. As a result of these changes, the release of the CAD Request for Proposal (RFP) has been delayed indefinitely. Stakeholders with questions or feedback are directed to contact the designated contract specialists, Michelle Tirrell or Maureen Bernard, at the Naval Air Systems Command office located in Patuxent River, Maryland. This postponement reflects strategic adjustments in program management to optimize integration and resource allocation across Navy aviation platforms.

Full Description

In August 2007 the Naval Air Systems Command (NAVAIR) released a draft RFP with the intent to conduct a full and open competition for the development of a Common Avionics Display (CAD). The CAD design would be modular, scalable and with an open architecture to enable commonality of major sub-components. Recent changes to the target platform programs have resulted in an approximate one year delay in the development schedule for the CAD program. In order to most cost effectively address several avionic system upgrades by integrating them concurrently, the V-22 program has deferred installation of a CAD solution until Lot 17, fiscal year 2013. The H-1 program has withdrawn from the CAD program due to higher immediate priorities. Consequently, plans for release of a CAD RFP are hereby delayed indefinitely. Please direct any questions, comments or feedback regarding this Notice to either Ms. Michelle Tirrell, Contract Specialist at (+1 (555) 000-0000), contact@example.gov or Ms. Maureen Bernard, PCO, at +1 (555) 000-0000, email contact@example.gov.

Solicitation # N0001927R0054
The Naval Air Systems Command is seeking information for the F-35 JPO Enterprise Data Science and Analytics Support contract, identified by solicitation number N0001927R0054. This effort focuses on the formulation, development, and deployment of production-ready machine learning solutions, including predictive maintenance, readiness forecasting, and supply-chain optimization. The scope includes business intelligence through executive data storytelling and interactive dashboards, as well as the design of secure cloud data architectures using AWS GovCloud, Azure Government, or Snowflake. Technical deliverables must be packaged in security-hardened Docker containers and deployed via Kubernetes or OpenShift, with a requirement for ETL/ELT pipelines to maintain at least 98 percent data completeness and accuracy. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. Work may be performed at contractor facilities, authorized government locations in the National Capital Region, or through approved hybrid arrangements. Due to the sensitive nature of the work, the company must be U.S.-owned and headquartered in the United States, and personnel must possess active Top Secret clearances. Key personnel requirements include a Data Science/Machine Learning Lead, an Enterprise Data Architect, and a Business Intelligence and Analytics Lead. While this is currently a sources-sought RFI and no formal solicitation exists, respondents must be registered in the System for Award Management and fall under NAICS code 541511.
