The Naval Supply Systems Command Fleet Logistics Center Norfolk (NAVSUP FLCN) held a Pre-Solicitation Conference on March 4, 2015, to discuss upcoming contracts for Husbanding Service Provider support, which involves providing logistics and support services to U.S. Government vessels at ports within four geographic regions: Mexico, the Commonwealth of the Northern Mariana Islands and western U.S. territories, the Caribbean (excluding U.S. territories), and the East Coast Continental United States from Maine through Texas, including eastern U.S. territories. Attendees included representatives from various private industry firms interested in bidding for these services. The Government highlighted that the acquisition is currently in the Market Research phase, noting that the acquisition strategy was not yet finalized and could change. The planned contract awards, expected by August 31, 2015, will be Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contracts awarded using the Department of Defense Lowest Price Technically Acceptable (LPTA) source selection process. The solicitation, anticipated to be released around mid-May 2015, will allow for competition among awardees at the order level for port visits. Key agency personnel including contracting officers and program analysts addressed industry questions to clarify requirements and the acquisition process. The effort is designed to ensure flexibility and competitiveness in procuring husbanding support services across multiple locations, leveraging a range of capable providers and promoting efficiency through a multiple award contract structure. This initiative supports the operational readiness and logistical needs of U.S. naval vessels and associated units calling on the specified regions.
